Following a quinquennial review in April 2002 the CCRLC was established as a full member of the Research Councils UK. Arising from this change in status the CCLRC has specific strategic responsibilities alongside those for operating major science facilities and managing access to complementary international facilities on behalf of the UK science and engineering community.
The request for strategic advice on "Future Access to Neutron Facilities: a strategy for the UK" by the Minister for Science and Innovation is a significant illustration of the new role for CCLRC.
The CCLRC leadership of this programme is being conducted with a clear demarcation between its strategic and operational responsibilities.

The consultation programme is led by the CCLRC Head Office, independent of the operational management chain for CCLRC neutron facilities.

An independent Consultation Steering Group (CSG) to advise CCLRC on the consultation process and ensure transparency has been established under the chairmanship of Professor Sir John Enderby CBE FRS (President of the Institute of Physics) with additional members nominated by the Royal Society, Royal Academy of Engineering and Confederation of British Industry.

The report to the Minister for Science and Innovation will be submitted by the CCLRC Council, advised appropriately by the CCLRC International Science Advisory Council (ISAC) - both independent bodies.

The role of the CSG will be to ensure transparency and objectivity in the consultation and reporting process. As with any other public sector body the CCLRC is subject to and welcomes the standards and expectations set out in the Freedom of Information Act.
